Proposal Title: Problems and countermeasures in the development of electronic
business in China Writing Purpose: The development of electronic business
has gradually returned back to rationality. People have begun to attach great
importance on the profit model of electronic business. With the decline of NASDAQ
Index to 1000 points, hundreds of millions of treasures have vanished. However,
judging from current situation, the development of electronic commerce have been
developing at astonishing speed and stretching to each and every corner of the
world other than plunging into the bottom of the valley. One research report in
the US has shown that in 2003 83 million Americans have experienced B to C through
the web, and the total consumption value has exceeded 50 billion US dollars, an
increase of 26.3% than the last year. Total consumption value in this year is
expected to grow largely, and a record of 120 billion US dollars will be achieved.
At the same time, the electronic commerce in China develops quite rapidly, the
latest research have proved that current internet usurers have already exceeded
68 million, which is only second to that of USA. In this year, total internet
purchase has risen up by 20%. People believe that electronic commerce save
more transaction cost than traditional measures, however, they still question
the safety of electronic commerce. Although they believe that investment in electronic
commerce could bring much economic rewarding, but they fear to make further investment.
All these worries have become the obstacles in the development of electronic commerce.
How to face and solve these problems have become main research task of this dissertation.
Main tasks of the dissertation are as follows: Task one: In the perspective
of the historic development of China's electronic commerce, existing problems
in the historic development and current status will be analyzed in order to seek
to promote the development and to find out the obstacles restricting the development
of China's electronic development. Task two: Countermeasures will be found
to resolve the problems that restrict the development of China's electronic development
with an aim to put forward reasonable measures for the development of China's
electronic commerce. Introduction: Part One Overview of electronic commerce This
part mainly focuses on the basic theory of electronic commerce. First of all,
the definition of electronic commerce will be made clear. As far as China's electronic
commerce development is concerned, electronic commerce means a kind of open and
mutual transaction based on networks, which includes inquiry, ordering, pay and
logistics. Suppliers, providers of shopping service and consumers are all involved.
Second part is the analysis of the characteristics of electronic commerce. On
one hand, operation cost has been decreased; on the other hand, customers are
given more choices. Thirdly, the significance of developing electronic commerce
mainly is mainly reflected in the effective establishing of brands and images
of enterprises, which can help reduce the operation cost of enterprises, improve
work efficiency, promote the acquisition of competitive advantages and to offer
more effective after-sale service. Final part is the analysis of the overview
of China's electronic commerce, which consisting both the hardware and software
conditions and the characteristics of its development. Part Two Development
of China's electronic commerce This part mainly focuses on the importance
attached by related department in Chinese government, such as the ministry of
information industry to China's electronic commerce. The informatization of the
national economy could be divided as the following three aspects: electronic enterprises,
electronic financing and electronic commerce. Chinese government has attached
unprecedented importance to the development of electronic commerce and has determined
electronic commerce as major direction of industrial development. Second is the
analysis of the development stages of China's electronic commerce. Primary stage
of electronic commerce is mainly to strengthen the fundamental administration,
which is to push forward the standardization of enterprises, to sort out basic
data, to improve business process and even to conduct necessary transformation
on the systems of the organization in order to provide enterprises with a positive
environment. Second stage is to integrate isolated information and the internalize
information. Now many enterprises have done a lot and have made a lot investment
of resources. Due to the reasons of all respects, the value of the resources has
not been brought out. The reasons behind that can be mainly concluded as the existence
of isolated information evolving from the inconsistency of data format and platforms.
Direct result of isolated information is the privatization of information and
the failing of sharing in resources. Thirdly, the significance of electronic commerce
in the operation of current situation will be discussed. Final part is the installment
of hardware of electronic commerce in China and its legislation. Part Three
Main problems in the development of China's electronic commerce The development
of electronic commerce in China faces many problems, and safety is the biggest
one that hampers the extensive application of electronic commerce. The development
of computer safety technology faces a time-lag problem. Virus infection and hacker
attack has made people feel suspicious about the safety of electronic commerce
on the web. Weak infrastructure, inadequate bandwidth and low web speed has seriously
restricted the process of information construction. Technology problems mainly
include the reliability of the web and the speed of data transfer. What needs
to be solved now in law is to formulate related electronic commerce law in order
to dissolve all kinds of disputes in commerce and to prevent swindle cases from
happening in order to ensure the smooth transaction of electronic commerce and
to strengthen the confidence and reliability of users in the new technology. Purchasers
have strong and deep-rooted purchase tradition, and they may show difference to
the new buying habit of electronic commerce. Part Four Problems and countermeasures
in the development of China's electronic commerce Main countermeasures in
the development of China's electronic commerce include the following aspects:
first aspect is the strengthening of the cultivation of the trained personnel.
Governments should make full use of all kinds of approaches and measures to cultivate,
introduce and to bring into full play the experts on networks and the operation
and administration of computers with an aim to speed up steps of the construction
of China's electronic commerce. Second aspect is the harmonious development of
electronic commerce. The key to develop electronic commerce is to coordinate the
isolation of various sectors and the insulation of regions, which requires the
participation of related sectors and the ministry of information industry and
all walks in life. Third aspect is to make people feel the convenience of electronic
commerce and the advantages of price and service so that more and more people
will be drawn into the group of online consumption thus a positive consumption
environment is finally built. Research Approach Most of the data of
this dissertation mainly comes from professional work of electronic commerce experts
and related analysis of media. Through the comparison and research on the data,
the writer has found some problems of discipline and has formed some new ideas.
In the research and writing process of the dissertation, synthesized comparison
and analysis method are mainly used. As far as the development of China's electronic
commerce, not only some common problems in the development of global electronic
commerce are included, but also some characteristics occurring in China. China
is now in Great Transition Period, and many factors are combined together. If
comparative analysis is not conducted in research, comprehensive and profound
depiction on the development of China's electronic commerce would not be achieved
and convincing result would not be achieved. Conclusions: During the
historical development process of China's electronic commerce, many existing problems
will get solved with people's more and more clear understanding of the characteristics
and the advantages of electronic commerce. Governments at all levels will have
high hopes on the development of electronic commerce, through all approaches such
as active search of funds and trained personnel with preferential measures and
the organizing of forces to operate technological research and development. In
the unusual situation of China, the active participation and support of the government
would be of great importance. Besides, many entrepreneurs in China have updated
their understanding of electronic commerce to a new height, and they have started
their experiments on online business by right of professional websites. 虽然在未来发展中,中国电子商务的发展仍会面临更多更为困难的问题,但基于上述原因的分析,其发展前景必然是越来越美好。It
is quite evident that the development of electronic commerce will face more and
more difficult problems. However, what cannot be denied is that the future of
