In the past ten years, with the gradually development of
the reforms in the educational material of primary school
and secondary school and the increasingly deepening research
on curriculum theories, the views on the curriculum design
of the primary school and secondary school has been gratifyingly
changed in China. However, it is not developed evenly. There
still remains the divergence in the views on curriculum design
between those curriculum designing staff of Chinese primary
school and secondary school. Therefore, it is still an important
task to strengthen the construction of the view on curriculum
design, which the curriculum designers of the primary school
and secondary school are facing during their work.
The curriculum including curriculum project, curriculum standard
(also called syllabuses) and various educational material
at all levels, is the basic expressional form of a modern
curriculum. The modern curriculum design is a systematic project
to formulate the curriculum project, curriculum standard and
compile various educational materials at all levels, according
to the goal of education orientation and the inevitable connection
among all the key elements and the entire component within
the curriculum. If we want to obtain the victory of the curriculum
design as anticipated, we must make sure our curriculum design
view accord with the law of curriculum development, law of
curriculum constitution and law that runs curriculum; if we
deviate or disobey the curriculum law, our curriculum design
will be rebuffed or even fail. This article will have a deep
research and discussion on the curriculum design principle
and curriculum design views with the law of curriculum development

and development
There are a lot of factors, which restricts the curriculum's
emergence and development. However, making an analysis on
the inner connection between curriculum and many factors,
we will find that curriculum's emergence and development are
restricted mainly by the requirements of social development,
the increase in scientific and cultural knowledge and the
demand of students' growth. The three factors, including society,
knowledge and students, their comprehensive requirements on
curriculum is the objective foundation of curriculum's emergence
and development.
