The evaluation of teachers can be divided into two patterns,
according to the purpose: the one is encouragement and punishment
evaluation of teachers; the other one is developing evaluation
of teachers. With the final purpose of encouragement and punishment
evaluation will make decisions such as dismissal, promotion,
relegation, demotion, raising or reducing the salary and bonus.
This kind of evaluation must affect teachers’ attitude. Therefore,
it is difficult for the whole teachers to participate in actively.
However, the developing evaluation aims at developing teachers’
specialization. As a double direction evaluation, it is set
up on the trust between each other’s. Meanwhile, the harmonious
atmosphere fills in this process all the time. Since the end
of 1980s’, Britain followed by many developed countries began
to change the encouragement and punishment evaluation to developing
evaluation of teachers, which was welcomed by most of the
teachers. Many teachers acclaimed that this kind of evaluation
is not only an effective methods to develop teachers’ specialized
ability but also an available way to correct the disadvantages
and carry the advantages forward. What’s more, it is also
a very important reform of education. According to an investigation
by Shields, a British researcher, developing evaluation brings
extreme emotion among the teachers. They believe that participating
in developing evaluation means not only a valuable activity
but also enjoying the life. Therefore, Professor Wang Bin-hua
from Eastern China Normal University wrote a book named«The
System of Developing Evaluation of Teachers» when
he visited in Britain and he also introduced the developing
evaluation of teachers to our educational circles systemically.
Facing the era of knowledge-driven economy, facing the educating
newly of new century and facing the new demand to teachers
of education and knowledge innovation, we cannot but review
the evaluation of teachers of China. Mr. Wang Bin-hua’s work
just offers the thought for our introspection.
1. The introspection of evaluation of teachers in China
Since the emperor Sui-Yang set up the imperial examination
in AD.606, from the evaluation of the ancient times to modern
times, although China have realized the function of the evaluation
of education thoroughly we still pay much more attention to
