    有人说， 医院是社会的一个窗口；也有人说，医院是社会的缩影。窗口也好， 缩影也好，从某种角度来说， 医院反映了整个社会情况。随着经济的发展，生活水平的提高， 人们的价值观念和生活观念也随着改变， 人们有了病都愿意及时确诊和治疗。没有病也要求作定期检查， 以早期发现疾病， 早期治疗。目前我国正在逐步实施城镇职工基本医疗保险制度改革，城镇职工基本医疗保险制度是整个社会保障体系的重要组成部分。而医疗保险制度有效运作的关键之一是适当的医疗费用控制策略，加强医疗费用控制，保持统筹基金收支平衡，是摆在各地医疗保险经办机构面前的一个重要课题，也是一项长期的任务。医疗费用控制效果的好坏，直接关系到医疗保险制度改革的成败。但近10多年来，我国医疗费用的年增长速度高达10%～15%，远远高于国内生产总值的增长速度。因此，对医疗费用及时进行统计，分析费用发生的规律及其影响因素，在此基础上完善医疗保险的风险控制，已成为大家所关心的问题。
    本文首先介绍了医疗保险制度改革的必要性，得出医疗费用分析的重要性。其次对数据的来源、数据的内容、采集得到的数据等作了介绍。将数据分为肿瘤病人住院情况和非肿瘤病人住院情况两类。而对肿瘤病人住院情况的统计分析又分为：与费用相关的分析、与住院天数相关的分析、按性别年龄分组讨论、按不同病种分组讨论和三类癌症患者的寿命分布模型研究五种情况；对非肿瘤病人住院情况的统计分析又分为：与费用相关的分析、与住院天数相关的分析、按性别年龄分组讨论和按不同科室分组讨论四种情况。最后把分析得出的数据按肿瘤和非肿瘤病人进行比较。
     [英文摘要]：     Someone says the hospital is a window of the society; others say the hospital is the epitome of the society. Whatever people say, in some way, the hospital reflects the whole social situation. With the development of economy and the improvement of the living standard, people's values and the life concept have changed a lot. People who suffer from diseases are willing to consult doctors and make a diagnosis in time. Those who are in good health require regular physical check-ups in order to discover disease in the early stage and cure timely. Recently, our country is implementing step by step the urban worker's basic medical insurance system, which is the important part of the whole social security system.One of the keys of effective operation of medical insurance system is the appropriate medical expense control strategy. Strengthening the medical expense control and keeping the balance between revenue and expenditure is both an important subject of the organization in the regional medical insurance and a long-term task. The quality of the medical expense control affects directly success or failure of the reform of medical insurance system.But recent 10 years, the annual growth rate of the medical expense in our country is up to 10%-15% , which surpasses the growth rate of GDP. Therefore, timely Statistics for medical expense, analysis of the law and its factor and the risk control of the medical insurance have already become a focal issue.
    Firstly, this paper introduces necessity of medical reform, and the importance of the analysis of medical expense is yielded. Secondly, the paper makes an introduction of data sources, data content and data collection. The paper divides the data into tumor patient in hospital and non-neoplastic patient in hospital.The statistical analysis of the tumor patient is divided into five kinds: analysis related to expenses, analysis related to days in hospital, group discussion according to age and sex,group discussion according to various diseases and research on life distribution model of cancer patients; The statistical analysis of the non-neoplastic patient is divided into four kinds : analysis related to expenses, analysis related to days in hospital, group discussion according to age and sex and group discussion according to different departments. After the obtained data are compared between the tumor patient and non-neoplastic patient.
