§1. 前言 著名经济学家Joseph A. Schumpeter argue that: 运用创新手段来增加企业的利润是可行的。而创新活动对企业的运行而言主要表现为技术创新。在创造需求意义上,技术创新有三大功能:第一,技术创新会形成新的更好的产品,这种产品本身就会引发人们的新需求;第二,技术创新会降低产品的成本,从而价格会降低,增强了市场竞争能力,而价格的降低又会引起更多的需求,从而增加收入;第三,技术创新会提高产品的质量,而质量的提高会吸引更多的顾客前来购买,使竞争实力大大增强,从而又形成新的需求。

Menezes说。 中国是一个发展中国家,工业技术进步很大程度上依赖对发达国家已有的技术进行模仿或者从发达国家的技术转移。要提高中国企业的国际地位和提高竞争力,就必须在技术创新上有所作为,也就是说,把产业发展的基点放在技术创新,特别是发展具有自主知识产权以致拥有核心技术的基础上。事实上,我国的技术创新水平与发达国家相比远远落后。目前,虽然我国制造业已经有相当大的规模,占GDP的35%以上,从业人员有8000多万人,在国民经济中起到决定性的作用,但是,我国大多数制造企业是劳动密集型,人均劳动生产率低,仅为发达国家的1/30左右,而且主要是停留在低附加值产品行业。此外,低水平生产能力过剩,设备利用率低,50%以上的生产能力闲置,研究与开发能力薄弱,大部分核心技术和关键设备依赖进口,高端产品如电子产品大多数由合资企业生产。换句话说,高产量,低层次,弱技术,少自创是我国产业发展的基本状况。 对外开放以来,政府一直鼓励企业的技术创新,并且颁布了不少优惠政策来支持技术创新,其次,外商投资企业也对我国技术创新起到了突出的作用。 §1.
Introduction The famous economist Joseph A. Schumpeter argues that: it's feasible
for an enterprise to increase its profit by means of innovation. To an enterprise,
the activity of innovation is mainly refers to technical innovation. In the sense
of requirement of innovation, technical innovation has three functions. First,
technical innovation will help to produce new better production which itself can
stimulate new requirements. Second, technical innovation will help to reduce the
cost of production, so that the price will decrease and the market competence
ability will boost up. Meanwhile, the reduction of production price will bring
more requirements and so increase income. Third, technical innovation will help
to promote the production quality, so that more buyers will be attracted. And
the competence power will be strengthen and so new requirement will come. "Innovation
is the core of our culture", said Zhang Minrui, the CEO of Haier group. "Technical
innovation is our weapon used to defeat our rivals." said XX, the CEO of
Huawei group. "Finally, only high-speed growth is the definitive power for
company's development, so that innovation is crucial to our future." said
Victor Menezes, the board vice-chairman of citigroup. China is a developing
country. To a large degree, the progresses of industrial technology depend on
imitating or transferring the existing technique of the developed countries. We
must try hard to improve our technical innovation if only we want to enhance the
international status of China's enterprises and strengthen competence power. That's
to say, the industrial development should be base on technical innovation, especially
base on developing independent intellectual property right so as to hold our own
core advanced technology. As a matter of fact, our technical innovation level
is far behind that of the developed countries. Today, though China's manufacturing
has developed as a relatively large scale one with 80,000,000 employees, offering
35% of GDP and played a determinative role in developing national economy, most
of our manufacture-enterprises are labor-intensive type with a low productivity
(i.e. 1/30 of the developed countries), and maintained in low value-added industries.
